1. Decidedly open to misinterpretation
2. Patently false, as if he loved sausage that much why would he have chucked the end of it out the window?

Its a new thing i think. Anyone guilty of a crime has to pay the surcharge along with their fine, court costs, etc.
It is to help compensate victims of crime via the CCCS who pay out millions a year in copensation to victims.
A fairly good idea imo, getting the criminals to pay instead of the government, BUT it does seem abit off that they are proposing to add the charge to speeding fines and parking tickets
