It seems clear that almost every game is "illegal" under these rules.

firstly, the elephant in the room is that this seems to be very good news. yes we can all pick holes in it as needs be, but that is niggardly. in overview, a common hobby has been clarified for the benefit of the pubgoing public; the same people who make this a viable industry for operators.

a few people might make a few quid from these games of skill, in the commercial world that is coincidental.
nobody ever wins on those things.
