Refill Keys are not illegal and you can't be charged with using one at all. In a court ruling some time ago, it was found that everyone gambling has a right to know the odds they face before bothering to take it on and later, as a result of this case, fruit machine manufactures' had heavy pressure put on them to show potential customers more clarity on their odds. The companies responded by only showing the win from the last spin and not a real win, so if you win £70 from the first 25 pence of 50 pence and spin the final 25 pence aftewards, holding down the first reel will show a win of nothing, so they will still lose any case in the courts for once again showing no real clarity. If you happen to get dragged through the courts anyway, you only have to find the details of this case and quote the findings of it and off you dance to key another machine somewhere.

You can argue about the legal niceties of keys while Doomsday but if you caught using one pub landlords are still going to think you are some thieving toe-rag.

Agree with you completely mate, it is legal but you should still make an effort to be discreet since a landlord will bar you and I wouldn't blame them for doing that, it was just to let people who are unsure know that they can not be prosecuted for it because it is not a crime.
