How is it that the ferries can set the % at 60% even when there is no way they can, by means of a %key?
They do "ferry" versions of software, fixed at 60%.

Where do the %keys come from or is it fixed into program?.

So why do they say it is 72% why don't they just say 60%, as this is braking the law.

Club Machines operate at minimum 72%. Casino Machines £1000+ operate at a minimum of 80% by UK law. Ferries operate outside the juristiction of UK law. I think that they only have to abide by Maritime law, which does not cover minimum payout percentages of gambling machines.
Also no ferry company is going to advertise such a poor payout percentage.

Normal club machines do use percentage keys, but ferry software is normally fixed to be 60% in the game itself.
