Why are these always on near enough the lowest reserve cashpots?

I mean you see 15/25, 35/70 and 50/70 with such regularity. I would have thought there must be some sort of method. Also they never seem to move much above these reserve values......why not?

What I don't get is the pots are always on lowest reserves yet at the same time how can it be the case? If you need reserves full for this method and yet you very very rarely see them near 70/70, how then are they so often on 15/25 35/70 50/70.

1) why are these cashpots always near reserve reset values, but the main pot maxed?
2) is there a critical update?
3) what the best playing method is?
