Apart from checking that there are no bits catching, there is not a huge amount that can be done.
Some reels are more noisy than others.

The majority of times it is just the way it is. As aa has said, some reels just seem to be louder than others. It may be worth checking to see if there is a loose wire toughing the reels, or even an old bulb or some other object gotten in there....
In my experience, often the Bell Fruit machines seem to have quieter reels than some of the Barcrest reels.
I had a machine (King Kebab) and the reels used to be very loud, I never found out what caused that problem, nothing obvious though.

Seconded, although some of the Maygays were probably loudest!

Also the old Electrocoin reels were hard to beat for noise

But nothing can beat the electromech machines - although that noise was lovely as well as loud!
