if _ts an older machine it could even be a mechanical problem with a "switch" !
im sure with token counters the only thing which is the real control of "is it a real token" is the cut out in the token, thus if it goes into the machine, it works. this was tha case with older machines with low payouts, there was a second control just to make sure it was metal or even worse, ive seen older mechs with counterbalanced weight systems to weigh it.
take out the mech and put a coin into it, watch its movement in the second case and see if it triggers a switch of some type.
If it is modern, put a meter on the pulse output to see if the mech can 'see' the coin pass.
in either type of mech, the coin passes as valid and is not kicked out, so there is a problem with the signal from the mech to the rest of the machin e
good luck mate
