MAYGAY Italian Jon Again (Startup Problem)

Hi ive had this machine about a week now, when i first got it, it used to be a problem starting up. Then the problem went but now its back again. When its on it works fine and runs properly but when its playing up its a right pain. What happens is it sounds like it clicking and the lights flash then it just freezes. Is it a PCB problem or is it a power adaptor problem? also if it is a PCB problem are they easy to change? it looks quite straight forward but i dont like the thought of having to solder all the game chips in myself any thoughts would be grately appreciated.....
