Bell Daylight Robbery Not Boot Up

Got some probs here.
Some friends bought this machine sold as seen but they said it was working fine before they bought it.
When they got it home it wouldn't work and they had a mess around inside.
1. Found faulty PSU now fixed and now all green LED's on but red one on
2. Found standard high chip on ROM board wrong way round,refitted correctly but still red light on.
Any ideas what to try next?

the chip is probably shafted after being upside down
