Very sorry, you were all wrong.
The answer is....
To combat the corruption and bribery in India, the government printed a Zero Rupee note, which is usable. Ofcourse, it's of no value in the shops, and you would look like a fool for using it. However if you owed money or were doing something bribe-ish, you could just use zero rupee notes with the old "bag full of money" trick, and hopefully, the people who get the money would be less inclined to do that kind of bribery etc again.
In my opinion it wouldn't work, but there you go. Lowest value usable coin or note in India is 0!

now you come to mention it, i remember reading about this many months ago. i am like a pig in filth talking about currency but had forgotten about this quirk. now i can reclaim my position as pub bore and tell anyone who will listen. so thanks for bringing it up.
