So here is my reasoned guess.

Not sure about old plates, but the first letter of new plates is the regional identifier.
W is the Westcountry
C is wales (Cymru)
V is Hereford/Worcester (not sure of the logic here!)
B is Birmingham
Thats all I know...
But following that logic, and assuming that old plates followed the same rules... E could be East Anglia or Essex
Not sure what make/model
But assuming somebody is driving a late 90's car in Essex, I would guess its an escort or something which would make the answer to the question:

You are a CHAV!

I might be a long way wide of the mark though...
