Well done. It was the New Zealanders (2 edits later), although the Pitcairn Islands were at it way back in 1838 but they're not really a country - in fact, they're the most sparsly populated autonomous region in the world, with less than 50 inhabitants. No idea as to how to claim your 7th bulb Weyland!

The Swiss didn't let birds vote until 1990, and there are still some Arabic countries like Saudi Arabia that still don't let them.
