You aren't far off. But you're not right.
Surely if they were forced to pay road-tax, they would sell their cars, not throw them in the sea?

Ah. But if cars were suddenly made illegal, they could simply sell them on the mainland.
But their cars were worthless. And they could no longer drive about in them...

Okay, so it's not that they can't drive their cars as such (or, like you say, they'd just sell them on the mainland). So something must have taken away their right of ownership. Commendeered by the authorities?

I'm going to have to give it to you. Weyland was closest with road-tax. The answer was MOT.
They never used to have to MOT their cars on Scilly, therefore they were all driving around in wrecks. When the government introduced MOTs there, the cars suddenly became worthless, and into the sea they went (although the bin would have probably been better).
Over to whoever wants to pose a question... how's about you MattV?? Not had a question from you in a while.
