Well, being the total geek I sometimes am, I recall Phobos being discovered in 1877. That makes this author before 1727. Er.

Utter guess here, but Jonathan Swift? Sounds like something he might have written in Gulliver's Travels, although I've not read it for years. And I'm not even too sure that he's the right time either! ;)
