well I guess logically it has to be the club that has entered it every season but won it the least number of times- dont know the answer but I'll try for Notts County?

i think i have heard this one.
if i'm on the right lines, it includes qualifying rounds, so my guess is kidderminster harriers

You can only lose once per season and it must be an old club who has entered every time and lost. They are still quite well known.
