Is it jersey?

From your clue it must be special as its the only sea fortress or something? As most country's have defences on the coast, such as Dover, Normandy etc.

It was built during the 2nd world war. It doesn't belong to Jersey.....

And I don't think it will appear on any list of flags....

it actually was on wikipedias list of flags (twice in fact) but i wouldn't advise looking as it answers the Cardinal's question.

to be honest, it wasn't much of a question in the first place, more of a "this is interesting" type thing.

the "place" in question is called Sealand. It is a micronation, and has its own monarch, currency and passport control. Some crackpot guy claimed it after the military abandoned it. It has had quite a colourful history.

my nearest guess would be roxanne but i think that has ten words at least.

It isn't really vulgar (e.g. Alice Alice Who The Funk Is Alice), but some people might find it offensive. You'll definitely know the song, as it's never off the radio.

Roxanne has hundreds of words in its lyrics.

This song has the same 8 words repeated ad nauseam.
