So, if you then make it skill, the payout percentage HAS to go up... it can't go down unless you are doing something illegal... i.e, making it not skill.
With that in mind, ask yourself how its possible to make Skill Quest run at 90%, or 80%, or even 30% if its running at true SWP percentage...

Havent came across these in Edinburgh yet.
I can think of agoras that have 3 or 4, but they are often switched off to counteract the rats who roam around day to day seeing if there is any value in them before filling their pockets with whatever refreshments are on offer.
