That's what "fixed odds" (FOBT standing for "Fixed Odds Betting Terminal") means - at the same time the same number will come up on every terminal if it's being played, because essentially all will be showing the result of the same game. Therefore they come under the same rules as things like horse racing, so they avoid a lot of regulations for electronic gambling.

Basically it's like watching the same race live on two televisions at the same time and being surprised when the same horse wins on both...
