L & F do make keys for other gaming machine locks, it could just be a one off cut for a particular lock? It could have been for the cash box on the machine they have?

If the machine has a lockable panel protecting the 2 cash bucket-thingies, it could be for that.

The old Barcrests used to have these - basically a bit of old black painted chipboard with a lock fitted to hinder access to the takings.

When I used to work at the bookies, we never bothered locking them on, we just left them laying in the bottom of the cabinet.
