As far as I am aware it is just a Random Number Generator that creates the result at the beginning of the race and software plays it out. Each runner has a chance of winning relative to its odds. These races aways of have an overround of at least 10% so they are a worse bet than roulette.
I tried the Party Poker casino site once via Quidco. Quidco had an offer where you needed 5 "party points", which you get by staking $25. So I staked said money on virtual horses (or dogs), spreading the bet $5 over 5 horses. All horses lost and I never got the party points, so that was the first and last time I ever used Quidco.

i think a ' Registered General Nurse ' may be slightly more interested in administering an o.a.p's medication than deciding a virtual racing result.
